6. Connectivity infrastructure

The network infrastructure in the Philippines is driven by the private sector and is dominated by two telecommunication companies. According to ASEAN DNA, the Philippines has the slowest Internet speed in Southeast Asia at 3.6Mbps with a very low adoption rate.65 The lowest DSL subscription rate is PhP999 (USD22) and the average monthly family income (2009) is PhP10,750.66 As an alternative, Filipinos go to Internet cafés and Community e-Centers (when present) to access the Internet and online government services.
